Water, Energy, & Environment Task Force
Join EBLC's Water, Energy, & Environment Task Force for an update on the status of the Sites Reservoir. We will hear from Jerry Brown, Executive Director of the Sites Project Authority, who will provide a firsthand overview of the project’s progress, including major milestones achieved in environmental review, permitting, funding, contractor selection, land acquisition, and agency participation.
He will also discuss the key challenges that remain before construction can begin, including securing the final state water right permit, completing participant agreements, acquiring remaining land parcels, finalizing financing, and closing out permits.
The presentation will offer valuable insight into what it will take to break ground on one of California's most significant new water storage projects in decades, with construction targeted to begin later this year and project completion anticipated in late 2033.
OUR SPEAKER

Jerry Brown is the Executive Director of the Sites Project Authority, the joint powers authority leading development of the Sites Reservoir Project — California's largest proposed new water storage project in a generation. With 40 years of experience planning, designing, constructing, operating, and maintaining water, wastewater, and water recycling systems for urban areas, Brown brings unmatched depth to one of the state's most consequential infrastructure undertakings. He founded Waterology Consulting in January 2020, and was selected just two months later to perform Executive Director services for the Sites Reservoir Project. In that capacity, Brown oversees project development by a multi-disciplined team of consultants, contractors, and technical experts. He serves at the pleasure of both the 9-member Sites Authority Board of Directors and the 22-member Project Reservoir Committee. Prior to founding Waterology, Brown served as General Manager of the Contra Costa Water District (CCWD) for nine and a half years, through December 2019, overseeing one of the Bay Area's largest water agencies. He is a registered Civil and Mechanical Engineer in the State of California.
