Please join the East Bay Leadership Council for a presentation on regional and county level shoreline adaptation plans. SB 272, passed in 2023, requires all cities and counties along the outer coast and bay shoreline to develop sea level rise adaptation plans by 2034. In response, the San Francisco Bay Conservation & Development Commission (BCDC) adopted the Regional Shoreline Adaptation Plan (RSAP) in December 2024.
During this presentation, BCDC will share information on the history and contents of RSAP, current trends in implementation, and the BCDC tools and services available to assist cities and counties as they develop their plans. We will also hear from Contra Costa County and how they intend to develop their Contra Costa Resilient Shoreline Plan. The County has already secured nearly $1.5 million in funding through the California Ocean Protection Council’s SB 1 grant program to support plan development.

OUR SPEAKERS
Dana Brechwald is the Assistant Planning Director for Climate Adaptation at the San Francisco Bay Conservation and Development Commission. She works with regional stakeholders to develop innovative climate adaptation and resilience solutions for the Bay shoreline and is the Project Director for BCDC’s Bay Adapt initiative. As an urban planner, Dana cares about preparing for and adapting to long-term climate change and building strong, prepared communities that can effectively and quickly recover from disasters.
Ryan Hernandez is the Assistant Deputy Director for the Contra Costa County Department of Conservation and Development (Planning & Building). In this role, he advises the Contra Costa County Board of Supervisors on water and climate-related policy. Ryan leads the development of the Contra Costa Resilient Shoreline Plan, a subregional plan to meet the requirements of SB 272. The Plan spans approximately 90 miles of shoreline and involves collaboration with eight shoreline cities that connect the Sacramento-San Joaquin Delta to the San Francisco Bay.
