
Infrastructure Task Force
Please join EBLC's Infrastructure Task Force for a discussion with representatives from East Bay transit operators on the Innovative Clean Transit (ICT) Regulation, which requires bus fleets to transition to fully zero-emission by 2040.
The ICT Regulation, adopted by the California Air Resources Board in December 2018, requires public transit agencies to cut tailpipe emissions and improve rider mobility through cleaner, more connected transit options. Large agencies (100+ buses) were required to ensure 25% of new bus purchases were zero-emission starting in 2023, with smaller agencies following soon in 2026. From 2029, all new bus purchases must be zero-emission, and by 2040, every transit agency fleet in the state must be fully zero-emission.
