DESCRIPTION:Please join the East Bay Leadership Council for a presentation from the General Managers of the East Bay Municipal Utility District (EBMUD)\, Contra Costa Water District (CCWD)\, and Dublin San Ramon Services District (DSRSD) on how these agencies are adapting to the recent policy direction adopted by the California State Water Resources Control Board (SWRCB) in July. The new policies focus on "water conservation is a way of life" and will require each agency to submit an annual "water budget" at the beginning of each year. Join us to learn about how these agencies are responding to SWRCB's policy shift and the effects they will have on East Bay customers.\n\n\n\nOUR SPEAKERS\n\n\n\n\n\n\n\nClifford Chan serves as the General Manager of the East Bay Municipal Utility District. He was appointed to the role in June\, 2020 and through this position oversees delivery of high quality drinking water to 1.4 million residents and businesses in 20 cities and 15 unincorporated communities in Alameda and Contra Costa Counties\, as well as wastewater treatment for 740\,000 of those same customers. He manages an organization with 2\,000 employees and a $2.7 billion annual budget and supports a seven-member publicly elected Board of Directors. As General Manager\, he balances the continued demands of maintaining critical infrastructure and financial stability through innovation and long-term water and wastewater planning. GM Chan's education includes a Bachelor of Arts in Civil Engineering and a Master of Science in Geotechnical Engineering from the University of California\, Berkeley.\n\n\n\n\n\n\n\nRachel Murphy serves as the General Manager of the Contra Costa Water District. She was appointed in September\, 2022. Her over 25 years of experience includes the design\, construction\, operations\, and maintenance of water systems\, development of regional and local partnerships\, effective management of significant operating and project budgets\, success leading transformational organizational changes and operational initiatives as well as management of safety\, budget\, performance standards\, incident response and daily operations. GM Murphy has championed an extensive transformation of CCWD's safety program and provided early leadership to CCWD's Diversity\, Equity and Inclusion program formation. She earned her Bachelor of Science in Civil Engineering from Santa Clara University and Master of Science in Engineering from the University of California\, Berkeley.\n\n\n\n\n\n\n\nJan Lee serves as the General Manager of the Dublin San Ramon Services District. She joined DSRSD in 2020 as the assistant general manager and was appointed to general manager in 2023. Through her role GM Lee implements policies adopted by the elected Board of Directors and oversees the business of the District. She has over 25 years of experience in the public and private sectors\, previously serving as the Assistant Director of Public Works and the Water Resources Manager for the City of Hayward and as a supervising engineer in the Water Supply Improvements department of the East Bay Municipal Utility District. She also has engineering design and planning experience in the private sector. GM Lee holds a Bachelor of Science in Civil and Environmental Engineering from the University of California\, Davis and is a licensed professional engineer.
