DESCRIPTION:The East Bay Leadership Council's Water\, Energy & Environment Task Force is excited to welcome Katharine Moore\, Chief Consultant to the California Senate Natural Resources and Water Committee and Laura Shybut\, Deputy Chief Consultant of the Assembly Committee on Utilities and Energy for a legislative update. Join us as we discuss relevant bills moving through the California Senate and Assembly. \n\n\n\nAbout our Speakers:\n\nKatharine Moore\, Chief Consultant\, California Senate Natural Resources and Water Committee (Senator Dave Min\, chair).  Katharine initially joined the Natural Resources and Water Committee in 2009 as a science and technology fellow\, and became a consultant to the Committee in 2012.  She works primarily in the area of natural resources policy.  She has an extensive research background in air quality and engineering and holds a Ph.D. in atmospheric science (atmospheric chemistry\, Colorado State University) and MS and BS degrees in engineering (UC Berkeley\, and the Massachusetts Institute of Technology\, respectively).\n\n\n\nLaura Shybut\, Deputy Chief Consultant of the Assembly Committee on Utilities and Energy. Prior to her role in Committee\, Laura was the Chief of Staff to State Senator Jerry Hill\, representing Senate District 13 in San Mateo and Santa Clara Counties. In the Senate\, Laura also served as consultant on the Subcommittee on Gas\, Electric\, and Transportation Safety\, where she held various informational hearings and ran legislation advancing gas and electric infrastructure safety. Prior to her time in the Senate\, Laura was a California Council on Science and Technology Science Policy Fellow placed in the Assembly Committee on Utilities and Energy under Chairman Chris Holden. She received her doctorate and masters in Chemistry from the University of Oregon\, where she researched how gases interact with liquids at industrial and atmospheric surfaces. She completed a master's certificate in Chemistry at Banaras Hindu University in India\, and her bachelor's in Chemistry at Lyon College in Arkansas.
