SUMMARY:Infrastructure Task Force
DESCRIPTION:Join EBLC's Infrastructure Task Force for a presentation from Contra Costa County on the Urban Limit Line (ULL)\, the voter-adopted boundary that directs where development can occur within the county. This session will provide an overview of the ULL\, including its history and role in shaping growth and land use planning\, as well as the potential impacts of Measure A\, which would renew and update the ULL should it pass during the June Primary. The discussion will also explore how the ULL and Measure A intersect with broader planning efforts\, including the County's General Plan\, Regional Housing Needs Allocation (RHNA) requirements and housing development\, climate action and adaptation strategies\, and long-term infrastructure planning.\n\nDon't miss this opportunity to gain a clearer understanding of how these policies work together to guide growth\, balance development with conservation\, and plan for the county's future.\n\nOUR SPEAKER\n\n\n\nWill Nelson is an Assistant Deputy Director with Contra Costa County's Department of Conservation and Development. He has been with the County nearly 25 years\, beginning his career in the Current Planning Section where he worked on projects ranging from open space conservation\, to high-density residential infill\, to refinery and windfarm modernizations. Since 2015\, Will has managed the County's Long-Range Planning Section\, where he focuses on developing and implementing land use policy. Will is the project manager for Envision Contra Costa\, the County's program that includes its recently-adopted 2045 General Plan and Climate Action and Adaptation Plan\, a comprehensive update to the County Zoning Code\, and renewal of the County Urban Limit Line. Will also serves on the City of Pleasant Hill's Planning Commission.
